Establish a Recruitment Company in Italy

Many European citizens come to Italy seeking employment, which generated an increase in the number of employment agencies. There are two types of recruitment agencies that can be set up in Italy. The procedure for opening a recruitment agency is usually the same as registering any type of company and our Italian lawyers may help you with these procedures.

Types of Italian recruitment companies

Foreign investors must know there are two types of private employment companies they may establish in Italy:

  • – a temporary employment agency (lavori ad interim),
  • – executive search employment companies (ricerca personale).

No matter the type of employment company one decides to set up, they both fall under the regulations of the Ministry of Labor and Social Welfare in Italy. Temporary employment agencies are usually found in smaller cities, while executive recruitment and search companies can be found in large cities, such as Rome and Milan, where large Italian companies are also found. Large corporations are also the main clients of Italian search companies.

Foreign citizens seeking employment with a recruitment agency must also know they are required to obtain an Italian work permit (libretto di lavoro) in order to be considered by the agency.

Opening an Italian recruitment agency

All companies, no matter their type, must register with the Italian Companies Registry. Once the company is registered, it is required to select the appropriate code in the Nomenclature of Economic Activities, depending on the type of services it renders. For employment agencies, one must select the 74.50 for labor recruitment and provision of personnel code within Section K or 80.42 for adult and other education within Section M, if the recruitment company also provides training services.
